KSD School Bus and Charter Bus funding procedures for school sponsored and non-school sponsored organizations/clubs:
RISE Charter School contracts with Kimberly School District (KSD) to provide all student transportation services. Therefore, RISE adheres to KSD’s transportation policies and procedures, including those governing the use and funding of KSD school buses and charter buses for both school-sponsored and non-school-sponsored organizations or clubs. The Board maintains that student safety and well-being remain the primary considerations in all transportation decisions.
School sponsored organizations/clubs are those directly under the sponsorship, direction, and control of KSD in which KSD provides a paid position for the advisor/coach and provides transportation for these activities. Non-sponsored organizations/clubs are student-initiated organizations that are not under the direct sponsorship and control of KSD and KSD does not provide a paid position for the advisor/coach nor transportation for these activities. The district will provide transportation for school sponsored organization/club approved trips via KSD owned buses. Non-sponsored organizations/clubs will be responsible for the cost of transportation. If a non-sponsored organization/club chooses to utilize KSD-owned buses for approved trips, they will be responsible for the direct cost for KSD that will be determined by the administration. Non-sponsored organizations/clubs will be responsible for the entire cost of a Charter Bus. The district will contribute to the cost of a charter bus for school sponsored organizations/clubs for approved trips under the following conditions:
1. Generally, the district will only consider contributing to the cost of the charter if the destination is in Idaho districts I or II or out of state. All out-of-state trips must have prior approval by the board of trustees. The district will provide a KSD School Bus to Idaho districts III, IV, V, & VI. If a school sponsored organization/club chooses to take a charter to these districts, they will be responsible for the entire cost of the charter bus. However, if an extenuating circumstance exist, such as a shortage of district drivers and buses, the superintendent may determine it is in the best interest of the district to allow a charter bus for travel to district III, IV, V, & VI using the same procedure for charter school travel to districts I, II, or out of state.
2. All transportation requests, including charter buses, must be submitted at least ten days in advance. Permission to travel out of state must be done five weeks in advance and include prior Board Approval.
3. Responsibility for making arrangements with the Charter Bus company is that of the organization/club taking the trip.
4. The district’s contribution will be calculated as follows: The Transportation Director and Business Manager shall determine the cost of the trip for a yellow bus. This cost will include fuel, driver wages, and driver benefits. This amount will be applied towards the charter and the school sponsored organization/club will be responsible for the balance. The district will contribute the total amount of the trip for a charter bus up to the amount of $1500.
5. The school group will provide the district with the invoice from the charter bus company.
6. Transportation requests are subject to bus and driver availability. School sponsored activities will receive 1st priority.
