Parent/Guardian Permission Form – Human Growth & Development Video
Dear Parent/Guardian,
The Idaho Legislature passed Senate Bill 1046 (Idaho Code §33-1637) during the 2025 session. This law requires all schools serving students in grades 5–12 to include instruction on human growth and development.
Specifically, the law requires that students view an ultrasound-style video that:
• Shows the process of fertilization,
• Depicts fetal development from conception through birth,
• Highlights the development of major organs, including the brain, heart, and sex organs.
• It does not contain nudity, genitalia, or graphic sexual content.
Because all high school students are exposed to human biology instruction as defined in Idaho Code §33-1637 during their coursework, RISE High School will fulfill this legal requirement by showing the ultrasound video during Health. The video can be viewed here.
Important note on parental permission:
• General instruction in human biology does not require parental permission under Idaho law.
• However, because the video includes fertilization, the Idaho Department of Education has advised schools that this content may fall within the state’s definition of “human sexuality.” Under House Bill 239 (Idaho Code §33-1611A), instruction on human sexuality requires written parent/guardian permission (opt-in).
For this reason, we are requesting your permission for your student to view the ultrasound video during Health.
